Patna, 19 March 2015 ::- Bihar Diwas is celebrated every year to commemorate the creation of state of Bihar way back in 1912.This year 103rd Bihar Diwas-2015 is being observed from 22-24 March, 2015 to showcase the overall growth, progress and development in the state.
During this three daylong event Bihar State Disaster Management Authority (BSDMA) is also setting up a pavilion. The pavilion will consist of two dozen of different stalls based on various themes and aspects of Disaster Management like Road Safety, School Safety, Safe Construction Practices, Hands-on trainings on First-aid, Fire Safety, WASH, Disaster Communication, Traffic Safety Park, Crowd management, in collaboration with various stakeholders like Red Cross, NDRF, SDRF, Oxfam, Unicef, Save the Children, Integrated Development Foundation (IDF), National Institute of Technology, Patna, State Fire Department, Indian Chamber of Commerce, Traffic Police, World Animal Protection, Civil Defence, Indian Oil Corporation Ltd. etc.
On this occasion a Press conference was held on Thursday the 19th Marchat Information and Public Relation Department, Patna. Speaking on this occasion Shri Anil Kumar Sinha, Vice-Chairman, IAS (retd), Bihar State Disaster Management Authority (BSDMA) said that to celebrate Bihar Diwas is an occasion of immense pride for each and every Bihari. BSDMA too has kept this fervor and rejoiced the celebration. We have been setting up a pavilion since 2011 and keeping in mind the keen demands of masses, this year too we are organizing a much larger and innovative pavilion based on the theme “Edutainment and Communal harmony” in around 80,000 sqft. This perhaps is the largest pavilion in Gandhi Maidan this year. We are demonstrating and educating the masses by innumerous means and methods to how to safeguard themselves and others around them from natural and man-made disasters. In view of our innovation this year we have a virtual “Traffic Safety Park” where real traffic lights signals, small electric vehicles for the movements by kids. A Training Hall is being set-up which will focus on training of various groups like auto- rickshaw drivers, bus drivers and school bus drivers will also be trained by traffic police for adhereing the traffic rules. Other than this we have focus on children this year where we have lot of activities for them other than drawing competition. He said that,there has been paradigm shift in the concept of disaster management from just relief to preparedness, mitigation and capacity building. He stressed on the need of public awareness, education and early warning. To reduce the impact of risk caused by earthquake, fire, cyclone and other types of disasters, the stalls would spread awareness through Mock drills and educate people on preparedness.
Keeping the fervor of Bihar Diwas BSDMA along with many other partner agencies has incorporated activities and edutainment (education with entertainment) programmes for people from all walks of life young and old too. To spread awareness among masses, an “Earthquake Safety Clinic and Centre” is being established where people will be provided free consultation on retrofitting and safe construction and bamboo houses. Shri Sinha addressing the meet said that we have various other stalls where we would be imparting mass awareness on Apartment safety, school safety etc.
Focusing on ‘Public Awareness and Education’ is the first step towards disaster mitigation and risk reduction, stress will be on educating people on how to provide First Aid as a first responder during any type or all types of Disaster. He said that this year too focusing on all strata of society senior citizen, children, students, women and youth we will try to change the perspective of Disaster Risk Reduction (DRR) and spread mass awareness in making Bihar safer and resilient State.
Last but not the least we have generated a concept of “Aapda Mitra”, where we encourage the masses specially children of school and colleges to become a part of “Aapda Mitra”and spread awareness on and about various disasters.
